I've been told (by a source I consider reliable) that the CA State Use Tax
does not become due and payable until the kit aircraft is completed and put
into service. Therefore I would not have to pay any sales or use tax to CA
on a KIT that I had purchased out of state until it was completed and
registered and based in California.
