As far as loss of redundancy the only reason you have two is to solve a problem.   Are two bulbs less reliable than one.  Well yes slightly but my experence with landing lights has been only fair no mater what the voltage.  Two bulbs are a good, easy and inexpensive solution in my opinion. Forget=20 halogen and go with HID. No filliment, lasts forever, 3 times the light = of a=20 halogen.
