Several builders have remarked that at low air speeds there is very
little flow of air from these ducts into the cockpit and that in some
instances, air is actually sucked OUT. Do any of you think that air
flow into the cockpit could be improved through these ducts if the
various openings in the cockpit closeout ribs could be sealed off with
boots?

Yes, the better the seal on any openings to the cockpit the better.
However... a good seal on all of your gear doors will do a great deal
without any other effort.
