There is no requirement that an engine meet any specific FARs to be used in an experimental, amateur-built aircraft. It is up to the builder to determine if it is airworthy enough to carry the aircraft aloft. You can use any powerplant you desire - rocket, rubber-band, modified automotive (i.e.1/2 VW), V8 (the engine, not the juice), fuel cell/electric, etc.
