You can supply power and ground to the probes. If you use and oscilloscope
you will see a square wave output. Now using capacitors between the center
conductor and the outside of the probe you will see a change in the
frequency of the square wave output. For most applications you will need to
convert the pulses to a voltage or current. There are many good digital to
analog converters available for this purpose.
