It's secured with safety wire through holes at the extreme ends of the hinge so as to trap the pin inside. I've never felt the need to remove the tab, even for paint. If you need to for some reason, pull the elevator off the stabilizer then the pin will come out without a rudder problem. You are right about the short arm problem. I simply cut down both plastic clevis to fit, still leaving plenty of internal thread. Worked fine.
