The original posting said that the sink rate was 2000 fpm.  Way back when as a primary student, I was told to start my level off 10% above the desired altitude (the ground, in this case).  By 10% I mean if the rate of descent is 500 fpm, start the pullout at 50 feet above the desired altitude, 100 feet if sinking at 1000 fpm, 200 feet if sinking at 2000 fpm.  So maybe 100 foot altitude isn't too high to start the flare, after all.

I don't recall my instructor ever letting me descend at 2000 fpm that close to the ground -- but then, that was in a Cessna 150.
