Functionally the only time they have ever been used is during hand propping. The passenger can stand on the brakes(in addition to wheel chokes). Even so, I would still add them. If you ever take a checkride with an FAA examiner, which I did, he may want to see a full set of dual controls. I think the FARs require it. A flight instructor may also feel the same if unfamiliar with your flying skills or the plane.
