This allows the engine to produce it's maximum power and speeds. At higher altitude the full throttle RPM should still be near redline. The engine produces less power, but the prop and plane have thinner air to work against. At 10,000' the (non-turbo)engine is only making 55-65% power, so you are not over working it.
