I noticed in the latest Harbor Freight catalog (#136-E) that they are selling DOT approved 125cf O2 tanks for $159.99.  That's the tank that's about 8" dia and 54" tall or so.  I called my local welding supply outfit and was advised that I could purchase the same item from them for $190 (plus tax) and that the charge to have that cylinder refilled was only $14.  The Harbor Freight item number is 40904-0AUH, and you can reach them online at harborfreight.com or via phone at 800-423-2567.  I hope this helps.
