Did you find anything wrong during tear-down before the rebuild?
My engine has teflon compression O rings but rubber water jacket O rings.  Those teflon rings are tricky to install as their sizing has to be exact - they can easily pop out of the groove - if that happened before the next housing went on there's trouble.
At this point you probably have to tear the engine apart again looking for flaws -- adding dye to the coolant beforehand as Todd suggested should show the internal flaw. When you put it back together put Hylomar in all the O ring grooves and on all housing mating surfaces, carefully torque the stack and repeat torque at least 2-3 days in a row ...
