Note that the small (pulley end) 19mm bolt is secured with locktite.
Heating it with a torch would help.

As for the big nut,  I made a big "wrench" out of 1.5x1.5" angle steel with a 4 foot long "handle".
The way I kept the counterweight from rotating was by jamming a piece of wood between it and and edge of the engine housing (not recommened, the housing is cast iron and might break).
