I am gladly acknowledge my mistake regarding the interest in the TDC locating tool.  It was not my invention so I get no credit for that.  Maybe a little for using it in this application.  The real issue here, as Tracy stated, is to be absolutely sure of the basics before spending a lot of time and frustration looking into less likely sources of trouble that are difficult to check.  This is just a simple tool to help in that regard.
