Before.  My pumps are about 8" below the tank, located is a very cool part of the airplane, and this filter is designed to flow a LOT more fuel than the pumps are capable of pulling, so I'm not overly concerned about low pressure causing cavitation at the pumps.  A separate, in-line screen filter is located between the pumps and the firewall to catch any debris from a failing pump.
