Bill, I'd look at the rigging of the airplane.  Specifically, how the various lifting surfaces interact.  They affect each other, and they affect each other differently at different airspeeds.  From your graphs and what I know of other RVs, I would say that there is an interaction between your main wing and tail surface, such that there is a "drag mogul" at around 165mph TAS.
