The only time I have ever had a leaking oil filter was many years ago, I pulled off a filter and put on a new one and the oil ring from the old filter stayed in place, so I had an o-ring on top of a o-ring - which doesn't work. Also very embarrassing! I only mention it in case you may have done the same.

No Silicone. At All. If its not sealing then find the problem and fix it. Or replace the filter.. or replace the filter mount.
The oil filter base may have a removable (universal-type) threaded inner fitting that the filter spins onto. I dont remember the exact part I bought for the plane years ago. Make sure its not backing out, and make sure you are using the right filter. I bought a mount that would use the same filter as a 5.0L Ford Mustang... something universally available.

Would a small bead of silicone cause a problem I am unaware of. Of course, I would rather it just work right. Sigh.
