Does your engine idle after you start it? If you can get it to idle you are ok, so check the float level. Otherwise you may have too big secondary venturis. (the bullseye small venturi) They are changeable, and most webers have at least two sizes. The smaller venturi is used to generate enough vacuum at low throttle openings to pull the fuel from the float bowls. If youo have the largest size you may need the smaller one. I'm not sure of the sizes on the 48, but on the 40 DCOE they had a 15mm and a 18mm IIRC.

If you are getting fuel into the float bowls it should run. Sounds like a metering passage maybe clogged? Not too familar with that carb though.
