I'd give EAA and/or AOPA a call about that. If the airport has taken Federal funds in the past, I'm pretty sure that they cannot legally prevent you from fueling your own plane.

I don’t know about where you live; but here in SoCal I expect the cops would find half a dozen violations with that setup.
I recently moved my plane to F70, which is in Riverside County; and was surprised to find in the regulations attached to the hangar lease that NO person is allowed to fuel a plane ANYWHERE on the airport from 5-gallon containers; and No person is allowed to fuel any airplane without written permission from the airport director. Not mention that nNO person shall EVER fuel a plane in a hangar. NO volatiles of any kind, including lubricants and paint, can be kept in the hangar. So ordained by the County Board of Supervisors. How’s that for extreme – or should I say absurd. And you have to name the county as additional insured for any damage or liability relating to the use of the hangar. These are simple all-metal T-hangars.
I’ve been fueling from 5-gallon containers, in the hangar, for the past two years at my previous location. And I did it again today when no-one was looking – don’t tell anyone.

I got tired of smelling and afraid of carrying gas behind the back seat of my SUV, so I made this trailer-hitch carrier out of 1 1/4” pipe and an ATV basket … it’s not bullet-proof, but if an accident occurs the gas is better off outside the vehicle than inside.
