Does oil temperature measured after the oil cooler directly track OAT?

If oil temperature is 200F at OAT=0F, will it be 280F at OAT=80F? or somewhere in between?

Not exactly, but as a first order dependency; yes.  For the same airspeed and engine power level, the delta T between fluids (oil and air) would be about the same.  It does suggest that if you had 200F oil on a 0 degree day, you’ll have a problem on a warm day.
