Yes, the 20B can be a thirsty beast.  My EM-2 registers 26gph on initial climb.  It will drop down to 12.5 - 16 gph in cruise, depending on MAP, prop speed and mixture.

Have you done EM2 calibration checks against measured fuel use?  I ask because I see about 20 gph on climb out and cruise at about 9.5 gph at 5300-5400 rpm.  Last check showed the measured fuel and EM2 agreeing pretty closely.
