Hummm, disappointing to hear, Rich.  I was hoping it would be a nice compromise compared to price and shape of the spintech.  Mine is still quieter than previous (but that might not be saying much {:>))

I installed a Hushpower II on my 13b and it was noticeably quieter .... for a while.  It is now quite noisy and I intend to put the old square muffler back on.  The Hushpower has turned powder gray on the out side like it has become hot

 However, even looking at the exploded view of the one you posted, it still looks to me that the only packing shown is the insulation packing  (looks like approx 1/2" thick") around the peripheral of the shell. 
 
 Now that is the resonator, while I have the full up muffler - and I carefully checked for packing because my experience has shown no sound absorbent packing will last more than a few hours with my engine.  I could detect no packing material by shinning a light down the ends - but, that does not prove its not there.  Just see no evidence of it.
 
I even tried some 2000F rated ceramic material for  packing - it withstood the heat just fine, but the pulses blasted it into pieces within 1 hour of flight time (perhaps even less).  13Bs without the turbo block or the Renesis may be kinder {:>)
