They're being sold on eBay, right? Could very well be that a well funded company lost their funding when the product just wouldn't sale, and eBayers are the beneficiaries of the fallout.
I think one sanity check you can fall back on is the simple physics models we were using earlier. You know the CFM the engine is using, and how much extra air will be needed to give an advertised head pressure. Check to see if that is possible with 1.5Hp. We computed earlier that 600CFM of standard pressure and temperature air will require just over 3Hp to accelerate from 0 to 220fps. (220fps equates to about 0.5psi of head pressure according to http://www.iflyez.com/manometer.shtml )
For a 1.5Hp electric motor, the most you could ever hope to get is .5psi of boost for a 300CFM engine.
