I thought the "NOP" went away when you connected the EC2 Buly.
Here is the list of possibilities (it's a short list).
If both EC2 and EM2 are powered up, there are only two things that cause
the "NOP" to flash in the Tach window.
1. One or both of the serial data lines between the two boxes are
not connected. (see instructions for pin numbers)
2. A short (possibly from probing around the backside of the
EC2 connector, I did that once : ) or a missing ground (even a momentary
loss) has caused one or both of the units to have blown their serial data
drivers or receivers. Plugging equipment in with the power on can
cause either of these conditions.
I know this won't help but #2 has happened often enough that the next
iteration of the EC2 and EM2 will have protection on these two lines.
Neither of these things should cause the injectors to not fire
however.

Thanks John, I had another "going nowhere" day. My
neighbor's Lycoming start looking very enticing :(. After day's
work with another A&P that's much better with electronics, I
made no progress. NOP is still flashing and the injectors are dead. The
rest is working fine. We should compile a list of causes and
solutions for the flashing NOP and Tracy should have them in the
manual? I will not bore you with the all the details
today. Buly
