Since the other functions of the EC2 are working that is obviously not the problem.
The one place that I would have looked, at first, is the Injector current returns on pins 19 and 37.
If these are not grounded then the injectors will not work.
This is easy to check.
Just disconnect the plug from the EC2 and assure that these pins are connected to ground.
You may have thought of this already but that is where I would start.

Jim, I already checked these pins at the back of the board, with the board in my lap, and all the wires connected. All the grounds are there. it was risky, but I'm getting desperate.
