In my last phone conversation with Buly he indicated that the flashing NOP was due to not having the EM2 plugged in.  That symptom went away when he plugged it in.   I'm hoping he finds something else not plugged in that solves the injector problem too!   : ).  I'm not hopeful though because it sounds like Buly has tested most everything.
 
BTW, it is VERY risky probing around on the back side of the EC2 connector to test things.  Last time I did it I slipped with a scope probe and shorted a couple of 'worst case' pins together and wiped out an EC2, an EM2 and the Data logger.  Ouch!

The EM2 is powered up independently from the EC2.  The flashing NOP is
the normal indication if there is no serial communication with the
EC2.  It really sound like there is a problem with Buly's EC2.
