Finally pulled the schrader valve from my compression tester and spun it with the starter.  Rotor one was a nice 100-100-100 for bumps.  Rotor 2 was 60-60-85.  Oops.  Looks like a bad apex seal?

Sorry to hear of your trouble, but GREAT job on paying attention to, and acting on the changes in behavior.  Aside from the oil nozzle that you, and others mentioned, I can't think of anything specific to that rotor. 
 
What has your normal oil temp, and pressure been?  Is either of these marginal?  I know you were already working on improving cooling airflow, but don't recall if that was mostly for water, oil, or both.
