The stock Weber uses 3 PSI. Just about all the needle seat can handle. I have used Holleys for years. I have changed them in the middle of tuning problems, but never found one to be faulty. We now run 6 PSI on a very modified Weber and it works great for us. It requires that a Gross jet needle seat of 350 or 400 size be used.
 
The return line is a good idea for helping prevent vapor lock, should the carb get hot. We keep the regulator wrapped in insulation because of vapor locking problems.
 
You might consider an isolator so a gage failure will not fill the cabin with spraying fuel. We did that once, and decided not to do it again. If the gage fails, you only get a few table spoons full of water and antifreeze.
