Looks like it could be a 1/4 wave antenna, but when they encapsulated like that, it could be a folded dipole, or almost anything else you can imagine.  If you can measure the length, you can determine the frequency at which it operates.  The only way to tell for sure is if you had a spectrum analyzer, or a grid dip meter, you could determine at what frequency it operates.  See if you can find a military avionics shop. They could probably figure it out.

This is a picture of the antenna on the wreckage of a MiG-29 that is lying around our base.  I am trying to "acquire" it, thinking that it is a VOR antenna and would make a neat addition to N4VY.  I will not be easy for it to end up in my possession, so not worth it if it is not going to work....  anyone with more experience?
