Scott,
I used 1/2" plate and lightened it up with lots of lightening holes.  For the bolt pattern,  I just placed the original oil pan on the plate in the proper aligned position and prick punched the hole locations with a transfer punch.  Then I used a pin point wiggler in the drill press to locate each prick mark, center drilled, then drilled out the hole.   I didn't have to rat-tail file a single hole.  They all ligned up perfectly.
