Thanks for the responses. I will go with metric grade 10.9 which the same rating as a US grade 8. I did find a good selection of flange bolts at http://www.nutsandbolts.com/ I ordered a shop assortment plus the specific one I know I need. I also found a nice chart with ratings at Bolt Depot. It does not show the grade 12.9 but the minimum tensile is 180K. http://www.boltdepot.com/fastener-information/Bolt-Grade-Chart.htm

Spoke with Bruce T and he said the 10.9 was fine but overkill even for the counterweight bolts.
