It's a collaborative knowledge storage mechanism.  Let's get away from a 'best practice' list and call it what it is.  A 'known solutions' list.

If anybody can post anything; even "known solution" list may be a bit of a
stretch.  It appears to me that it would be like the archive of these
e-mails, except with less chaff and more easily searchable.
