realized that you used shield wires, did you shield all wires?  Don't know what type of wire you used, maybe you mentioned it somewhere.  Shielded wire can have a lot of capacitance  
I used shielded 22g aircraft wire for all EC2 inputs to the PCM (program control module) and EM2. The shield for each is grounded at the EC2 end only. Resistance measures around 0.3 ohms on each wire. The EC2 manual calls for shielding on injector and CAS wires only. Tracy suggested I shield all wires to eliminate noise. I could try disconnecting the shields if you think it might help - but doesn't that put me back in the "noise" regime? Might be a good idea. Right now a little "noise" would be kinda refreshing. :(

Didn't know Tracy recommended using shielded wires so it must not pose a problem.  Has Tracy used all shielded wire on any of his projects?  Wish I could be of more help, I remember my cable had several mistakes in it and had someone to help buzz out the cable and I could not believe I swapped sides on the connector on a few connections so it is very easy to not see the mistake, kind of like proof reading your own writings and don't see all the errors until after getting away and then starting the process again. Like they say, it is usually the last thing that you did, my problem is rembering the last thing I did.

You must have a good meter, 22ga. @ 15ft calculates to about .24 ohm.
