That did it, Al. Worked perfectly, except that the spring pushes full open. Working to get it to settle at 70% would've required a lot more fiddling, and I'm not sure that it would stay at 70% when under full airflow. I just didn't think the springs would be strong enough to stand the air pressure of both ram air and the engine sucking. I don't know if it would be blow closed or fully open, so I decided that it would be safest to have it blown full open and biased it that way.
