NOP means not operating or something to that effect.  I "think" it always says that until the engine cranks.   
Nope. It should read zero when both units are on prior to cranking. One reason would be that the EC2 isn't getting power. 
 
I wasn't sure, but rest assured I'll be testing that theory in a few hours.  I've already got the note written.
