Do you have the 'warts' over the static holes in the fuselage? ~10 kts
low is a typical error for RV's without the warts.

 
I assume you mean the typical Van's pop rivet static ports?  I used that on the -8, and it wasn't right either.  On the -3, there are real static ports on both sides, hold the warts.  They were already installed when I got the project. 
 
A quick check to see if it's the static
error problem is to set your altimeter to your field elevation & then
take off & fly a full bore high speed pass at low level (near 20' agl)
down the runway.
I'll give that a try when I get serious about finding the problem, however, the TAS reading on the EM-2 seems correct, and it uses the same pitot static system as the ASI.  I probably just need to buy better instruments.  My VSI has become sticky, and I almost can't pay attention to it anymore.
