The sensor should be lined up with the crank at 35 deg BTDC on #1 rotor.  TDC is when the flywheel end counterweight is positioned at 9:00. 
How do I determine if it is at 9:00 with rotor #1. Doesn't the flywheel make 2 revs per one rotor rev?

For each revolution of the e-shaft, one face of each rotor fires.  It therefore takes 3 revolutions to fire all three faces of each rotor.  For the purposes of timing, it makes no difference which face of rotor one is at "TDC".
