If [you] can take the cable wire out of it's sleeve , take it out
clean it with fine sandpaper , lube with WD40. If not just try to
get WD40 in the sleeve from the top. If your spring doesn't bind you
should have a permanent repair.

I wouldn't use WD-40 as a permanent lubrication. It's only good for a
temporary lube and cleaning. It will dry out - and pull oils out of
metal and leave you in a worse mess.
Use a good grease - even Vaseline is fine for cables and will last a
good long while.
