Without a Facet pump between the tank and the HP and you have a vapor lock at the HP pump you will have no flow

 

This is the reason for the bleeder circuit I mentioned earlier in the week.  It lets the pressure off the outlet side of the efi pump allowing it to re-prime.  Its light, cheap, simple and it works great.  No facet needed.
