Rusty,
The RTV doesn't have to stick to the housing to dampen the resonant frequency - I might try placing some RTV on the centre of the bolt (letting it dry) before assembly.

Chris and I did BOTH... RTV as well as shrink wrap. We used two layers of shrink wrap,  as well as the bead of RTV.
 
The bolts WITH shrink wrap were very snug.. snug enough that once you put them in, they didnt want to come out  easily (as in... dont try, you might spill some seals... unless you are gonna disassemble the whole thing..). We had to use a rubber mallet to get them all the way in to where the threads would grab.

I've done a bit of searching, which led me right back to the Racing Beat catalog.  I'm thinking they may have been the first published recommendation of this bead of RTV thing.  I'm guessing that any of the above methods will work, and I'll probably just do a combo of a small spiral bead, and enough in the center of the bolt to try to anchor it to the intermediate housing.
