I’d guess the hp ratings = are pretty meaningless; probably based on a piston engine operating at about = 30%, or less, max rating.  The widely spaced, round tubes with fins = likely gives a fairly low heat density – low rejection per unit volume of = core.  But these are just my judgments.  Have the manufacturer give you test = data of measured heat rejection at conditions similar your = application.
