Ed,
This is very close to what I ended up with on my plane, which finally got my temperatures down.  Actually, I'm about 48 sq in on the coolant, and 25 sq in on the oil.
I am running a stock 89-91 turbo setup, which is rated at 200 HP (at 6000 rpm's I beleive).
 
I don't know what horsepower you are running now with your "C" drive, but I would guess that it's pretty close to what I'm running with the turbo.
 
I would also think that you could get by with a little less inlet area, since the tractor configuration is bound to be more efficient getting cooling air in and out.
