The emmissions folks certify the _vehicle_ not the engine. So get the vehicle certified with the "street" engine in it, then replace the engine with the aircraft version. Drive it. Before next emissions check (One year? Two?), put the "street" engine back in the car. You're going to want to put the "test" engine into your airplane, anyway, right? Dale R.
