The difference is that Tracy’s TB is way out there BEFORE the runners.   
 
I also recall Tracy saying the best place to measure MAP was the plenum, and not the runners.  He's probably getting an averaging effect from doing that, but I don't have a plenum.  I'm starting to really believe this is the key to smooth idle, and may try Mike's filter/jet idea when I can cobble something like that together.
