I guess I didn’t realize that the secondaries would turn on below the staging point, but the thing that puzzles me is that turning off the secondaries reduced the rpm and made it rougher.  So apparently they were on even thought the MAP reading was 13.1.  Something fishy. 

That is fishy alright.  Might be a good time to go through the injector and switch wiring again.

Yeah, but these are the same wiring harnesses, connected the same way as on the dyno – and it worked fine there.  OK; its worth some further checking.  It is always something you least expect.
