I have a fairly radically ported NA 12A (car) and usually idle (1000-1100 rpm) at just under 15" (43-48 kPa). If I set idle at, say, 1500 or so, my MAP is below 40 kPa (13"?), easily. If you're idling where most aircraft rotaries are (>1400 or so? ) you may have a leak in the manifold->sensor line, really bad apex seals, bad soft/firmware calibration or ...  etc.?
