Barry,   I have the same prop.  I'll have to check the governor when I get home.
Your description does not match the behavior of my installation.
I can get it to feather with the prop control.  Once there and prop stopped it takes about 20 secs of cranking to get it out of feather.

I would like to understand the prop lock a little better.    How does it interact with oil pressure, for example?
If my prop is still windmilling at 1000 rpm will I be able to get it into feather?

Maybe someone on the list knows.
