Fred Moreno and others inspired me to make the rounded elevator
counterweight for ice protection.  Here's how it worked out for me:

I found some 2 3/8" id PVC pipe, cut it in half and attached 3M Stickit 40
Grit inside for a sanding tool.  This will result in a very uniform half
round edge.  Be careful to sand parallel to the hinge axis and take it down
to about 1/2" of carbon remaining on the leading edge, I used a bubble
level.  I was surprised to remove only a miniscule amount of lead from
counterweights that were all the way forward.  You should find a 1/8 to
3/16" void between the counterweight and the elevator skin, dremel out the
excess Hysol and fill with a Lead/Epoxy mixture to take advantage of the
forward location.  Apply two bid and finish with micro.

While I was at it I got a perfectly flat surface on the inboard side of the
counterweight by leveling the elevator and using about a 6 x 8" piece of
4130 steel with release tape to shape the micro.

The Legacy (and wide tail LNC2) horiz stab/elevator outboard end is "swept",
so I also built up the  outboard edge of the horiz stab to move the trailing
outboard edge about 3/16" further outboard than the outboard leading edge of
the horiz stab to avoid ice buildup.

There may be a drag penalty (or benefit since the elevator is seldom in
perfect trim) for this but I am willing to accept it for the
hoped for ice protection.
