Do not drill on the bottom skin of the stab but rather drill diagonally in
through the aft spar.  That way you do not need to take a lot of effort to
pretty up the hole for a neat finish.  Also you can do the same thing on the
elevators by drilling through the leading edge and the main spar. That area
will not be visible when the elevator is installed. Your local electrical
shop has long drill bits called hanger bits.  They are 1/4   in. rather
large but perhaps you can special order smaller ones.  You could also
fabricate a long bit if you are a good welder.  In any case a little
planning where you drill your holes might save you many hours of body work.
Think outside the box and make sure that all internally enclosed bays are
vented.  Let us know what you do.
