Certification doesn't mean that much to the experimental builder. I wouldn't know where to start but you might check all the usual suspects for a start. Is the primer system leaking? Is the throttle shaft tight in its bore? Idle mixture set ok? Do you shut down according to the ' idle at 1200 rpm then ICO' rule? Are the plugs new? Any leaks in the manifold? You really should get 50 hrs between fouling klinkers, at a minimum.
