Rob - Here is what I have done to remove gelcoat (and I have done a lot of it). An air grinder, preferably a 90 degree, and a the "rough" 3M pads. These pads are about 1/4" thick and are a little spongy. They remove gelcoat controllably and also have a small amount of give. Works much better than a sanding disk. They come in two different diameters, and have a "screw" type of install - so can be changed quickly with different pads or disks. As to the answers to your questions, I don't know. Anywhere structural, I removed 100% of the gelcoat. Other places (certain cowl repairs) I got rid of 95% of the gelcoat.
